About EPSS

Drs. James Hubler, James Brown and Troy Cutler are the managing partners of Emergency Physician Staffing Solutions. Our ability to manage quality assurance, budgets, and EPSS physicians, is due to over 40 years of active Emergency Medicine practice. All owners are Board Certified Emergency Medicine physicians who work clinically, as well as administratively. A hands-on approach gives EPSS a unique perspective in the recruitment of physicians, as well insight into our contract management.

Our management history at OSF Saint Francis Medical Center, Peoria, IL, as EMS Medical Director, Lifeflight Director, Core Faculty for the Emergency Medicine Residency Program (University of Illinois College of Medicine at Peoria), Sexual Assault Nurse Examiner Director, as well as leadership roles within our contracted facilities has enriched our management experience.


Dr. James Hubler M.D. J.D., FACEP FCLM

Dr. Hubler is a graduate of Southern Illinois University’s M.D. J.D. program, a combined six-year law and medicine program. Dr. Hubler is board-certified in emergency medicine and is a Fellow of the American College of Emergency Physicians (ACEP) and a member of ACEP’s Medical Legal Committee.  He is also a current board member of the American College of Legal Medicine.

Dr. Hubler formed Emergency Physician Staffing Solutions – EPSS, and they currently staff seven hospitals in Central Illinois. He is currently the Chairman of the Emergency Department at UnityPoint – Proctor Hospital in Peoria, Illinois. He is also the EMS Medical Director for Proctor EMS.

He has focused his medical legal background on risk reduction and improving patient safety and was the Executive Editor of the ED Legal Letter, a national risk management publication; he has written and lectured extensively on risk management issues in emergency medicine; and served as a risk consultant to The Sullivan Group. He has also lectured nationally and served as a consultant on EMTALA – The Emergency Medicine Treatment and Active Labor Act.


Dr. James Brown, MD, FACEP

Dr. Brown graduated from University of Illinois College of Medicine in 1994.  Completed his Emergency Medicine residency in 1997 at OSF Saint Francis Medical Center, University of Illinois College of Medicine, Peoria, IL.  He served as the Chief Resident in 1996-1997.  Dr. Brown is Board Certified in Emergency Medicine, a Fellow of the American College of Emergency Physicians, and a founding partner of Emergency Physician Staffing Solutions.   He has 13 years of experience in Academic Emergency Medicine at OSF Saint Francis Medical Center.  While at OSF he served on the ER Medical Executive Committee for multiple terms.  Dr. Brown was elected by the Emergency Medicine Residents as Outstanding Teacher, or Mentor of the Year seven times.  He has special interests in Rural Emergency Medicine and has lectured extensively on various Emergency Medicine related topics.  Including Geriatric Trauma, Rural Trauma, Sexual Assault, and numerous EMS related topics.

As an EPSS physician, he is the Medical Director at Mason District Hospital, Havana, IL, as well as the immediate past President of the Medical Staff.  He has participated on the Medical Executive Committee, at Proctor Community Hospital (Unity Pointe Proctor).  He also works as an attending ER physician at all EPSS facilities, as well at the Chief Financial Officer for EPSS.


Dr. Troy Cutler, MD

Dr. Cutler is one of the three founding partners of Emergency Physician Staffing Solutions.  He graduated from University of Illinois College of Medicine in 1994 with Dr.  Jim Brown,  CFO of EPSS. Dr. Cutler completed residency in Emergency Medicine at Methodist Hospital in Indianapolis in which he served as Chief Resident.  He then worked at St. Vincent’s Hospital in Indianapolis, followed by a move back to Illinois, spending the next 12 years as an Emergency Physician at OSF St. Francis where he  then worked with Dr. Jim Hubler CEO and President of EPSS and Jim Brown.  During his tenure at OSF he served and Medical Director for Life Flight, the busiest helicopter service in the state.  While at OSF he was involved in resident education and was awarded Teacher of the Year twice.

Since leaving OSF in 2010 to expand and focus on EPSS he has served as Medical Director at OSF St. Luke’s in Kewanee Illinois.  While at St. Luke’s (formerly Kewanee Hospital) Dr. Cutler and EPSS has helped with the development and opening of a new ER in a brand new facility and the selection and implementation of Medhost as the ED Electronic Medical Record.  In addition Dr. Cutler works at Unity Point Proctor, Hopedale Medical Center and Dr. John Warner Hospital in Clinton Illinois.

As chief Operating Officer at EPSS, Dr. Cutler ensures EPSS physician compliance with The Sullivan Group online education; an on-line risk and safety educational program that EPSS provides for all of our physicians for free.  In addition, he also oversees The Sullivan Group Risk and Safety Audits which are performed biannually at all EPSS facilities as part of our commitment to quality and safety.


Dr. Kelly Cox MD, FACEP

Dr. Cox graduated from New York Medical College in 1999.  While completing his emergency medicine training, he served as chief resident in Emergency Medicine at the University Of Illinois College of Medicine at Saint Francis Medical Center, Peoria, Illinois.  Dr. Cox is Board Certified in Emergency Medicine and currently works for EPSS in Emergency Medicine and as the Director of Organizational Development. In addition, Dr. Cox serves as the Senior Medical Director for Air Evac EMS, Inc. and is certified in Just Culture by Outcome Engenuity.

During his career as Senior Medical Director and time spent in Emergency Departments,   Dr. Cox has developed a passion for improving teamwork, leadership development and organizational alignment. Dr. Cox enhances the overall EPSS experience by bringing his expertise to provide training that promotes hospital teamwork.  Supporting Dr. Cox’s belief and passion that:  “through collaboration and teamwork, organizations will achieve the best results,” he has partnered with other organizations such as the University of Illinois-Peoria and Brigham and Women’s Hospital; a Harvard-Affiliated Emergency Medicine Residency, in completing multiple research studies.   Additional areas of research and study involve airway management, emergency medical services/pre-hospital care, simulator education, aeromedicine, and EMS research.
